The OECDEnvironment Directorate(ENV) in line with the strategic objectives of the Secretary-General, provides relevant and timely information, analysis and advice to support governments in identifying and implementing the environmental policies needed to support a cleaner, more resource-efficient, resilient and low-carbon development pathways. The Directorate currently comprises approximately 200 staff members working across a broad range of issues such as: climate change, biodiversity, water, eco- innovation, resource productivity and waste, environmental policy tools and evaluation, green growth, safety of chemicals, biotechnology and nanomaterials, and linkages between environment and tax, agriculture, energy, transport, development assistance, trade and investment policies. We are looking for several Research and Data Officers to work with the Environmental Performance and Information (EPI) Division to support its work on the Inclusive Forum on Climate Mitigation Approaches (IFCMA). The IFCMA work plan, notably its Module 1, seeks to carry out a comprehensive stocktake of climate-relevant policy instruments for all IFCMA member countries. The implementation of Module 1, at scale, will require an extensive, detailed, and continuous data collection effort at the country level. It will also require a coherent process for the verification and validation of data. The selected candidate(s) will assist the ENV/EPI team in the collection, treatment and documentation of data on climate policy, in the management and updating of the associated databases, and in building an IFCMA policy data infrastructure. She or he will be part of a team of analysts, statisticians, data scientists, and will work under the supervision of a senior economist and the Head of Division. Job Description Main Responsibilities Collection and treatment of policy microdata; Database management Contribute to the Division’s data collection efforts on environmental and climate policies. Assist in management of the relevant databases of structured and harmonized policy data (e.g.IFCMA,IPAC’s CAPMF,PINE). Assist in the checking of data for completeness, plausibility and consistency with definitions used. Liaise with data providers to resolve data anomalies and definitional issues, ensure best use and interpretation of the available data. Manage the list of contacts and ensure timely validation of updates. Create and maintain documentation (metadata) on the data sources and the methods by which input data have been processed. Collaborate across teams towards enhancing the OECD data infrastructure to meet the IFCMA standards. Indicator development Conduct analysis to support the development of new or improved policy response indicators. Assist in developing state-of-the-art indicator methodologies. Contribute to the production, updating and nowcasting of selected data series and indicators, in collaboration with other team members. Assist in the further development of the OECD Climate Action Policy Measurement Framework (CAPMF), which is a key contribution to the IFCMA, by capturing a wide range of climate instruments and regulations, identifying suitable policy microdata and building an infrastructure to ensure regular updates of the indicator in the future. Support the development of indicators on non-market-based instruments used for climate policy to meet the IFCMA project needs. Dissemination and communication Contribute to the development of tools and products to disseminate data, indicators and analytical results (OECDData Explorer,Environment at a Glance,PINE data viz platform,IPAC Dashboard, etc). Contribute to drafting statistical and indicator-based reports to support the Division’s deliverables (e.g. by providing creative and visually appealing charts and graphic materials). Carry out other related tasks as may be required in the Division. Qualifications Ideal Candidate Profile Academic Background: An advanced university degree in environmental economics, natural resource economics, climate policy, energy policy, or related field with a strong quantitative component (statistics, econometrics). Professional Background: Proven experience in quantitative data analysis of environmental, climate or related sectoral policies. Experience in data treatment, interpretation and use, in developing graphical representations of the data, and in the preparation of statistical documents and reports. Familiarity with data related to climate and the environment is required. Good knowledge of environmental and climate policies in countries and at the international level would be an advantage. Good communication and drafting skills would be an advantage, including the ability to explain technical issues and analysis in a manner understandable to non-specialists in the field. Technical and Quantitative Skills: Hands-on experience with conducting statistical analysis is required. Proficiency in scripting or data analysis languages (e.g. Python, R, or similar) is required. Knowledge of statistical software (e.g. STATA) would be an advantage. Knowledge of database management would be an advantage. Familiarity with development good-practices (well-structured, modular code) and version control tools (e.g. git) would be an advantage. Ability to work independently and to adapt to new analytical techniques. Experience with data visualization and creativity in summarising complex datasets to communicate key messages to different audiences (e.g. experts and non-experts). Core Competencies OECD staff are expected to demonstrate behaviours aligned to six core competencies which will be assessed as part of this hiring processes: Vision and Strategy (Level 1); Enable People (Level 1); Ethics and Integrity (Level 1); Collaboration and Horizontality (Level 1); Achieve Results (Level 2); Innovate and Embrace Change (Level 2). There are three possible levels for each competency. The level for each competency is determined according to the specific needs of each job role and its associated grade. Languages Fluency in one of the two OECD official languages (English and French) and a working knowledge of, or willingness to learn, the other. Knowledge of other languages would be an asset.
