As a Talent Strategies Program Manager at Berkeley Lab, you’ll be at the forefront of shaping and enhancing our talent programs. This role is all about creating an environment where engagement, inclusion, growth, and transparency thrive. You’ll work closely with our HR team and other strategic colleagues to deliver outstanding programs and drive organizational effectiveness.What You'll Be Doing:Lead Key Programs: Oversee essential talent strategy programs including Tuition Assistance, Performance Management, Onboarding, Flexible Work Modes, and HR Change Management.Program Enhancement: Define, communicate, and administer programs. Update resources, handle inquiries, and ensure stakeholder engagement. Develop and conduct training for HR staff.Strategic Collaboration: Partner with HR and key stakeholders to refine program content and evaluate effectiveness. Conduct surveys, analyze data, and propose enhancements.Change Management: Lead change management initiatives, including developing communication plans and supporting high-profile HR programs.Training & Development: Create and deliver training to reskill or upskill staff. Serve as a technical producer and facilitator for tools and online resources.Additional for the Program Manager 4 level:Strategic Planning: Develop and propose long-term planning solutions for Talent Strategies, presenting these to HR Leadership for evaluation and prioritization.Organizational Development: Utilize organizational development methodologies to oversee key initiatives, fostering a culture of high performance and innovation.Cross-Divisional Collaboration: Work with various divisions to design and implement learning opportunities that align with HR initiatives and enhance overall program effectiveness.What We’re Looking For:Required Experience & Skills:Bachelor’s degree in HR, education, or a related field (or equivalent experience).At least 8 years of experience in developing and managing HR or talent programs.Proven expertise in change management and developing communication strategies for complex projects.Strong analytical skills, with experience in survey design, data analysis, and creating metrics.Excellent communication, presentation, and organizational skills.Experience with budget review and itemizing costs.Proficiency in digital tools like Microsoft Office Suite, Google Suite, Zoom, and other collaboration platforms.For Level 4 Candidates:Minimum of 12 years of experience with a strong background in leading talent strategy initiatives.Proven ability to work independently, set priorities, and apply change management techniques.Desired Qualifications:Advanced degree in HR, Organizational Development, or a relevant field.Experience in a research or academic setting, or with UC, DOE, or GOCO organizations.Experience with website content updates.Notes:This is a full-time, career appointment, exempt (monthly paid) from overtime pay.This position will be hired at a level commensurate with the business needs and the skills, knowledge, and abilities of the successful candidate.Level 3: The full salary range of this position is between $132,312 to $223,296 per month and is expected to pay between a targeted range of $148,860 to $181,944 per month depending upon candidates' full skills, knowledge, and abilities, including education, certifications, and years of experience.Level 4: The full salary range of this position is between $161,172 to $271,968 per month and is expected to pay between a targeted range of $181,320 to $221,616 per month depending upon candidates' full skills, knowledge, and abilities, including education, certifications, and years of experience.This position may be subject to a background check.
