The Program Manager will also be responsible for leading future proposal activities, including providing all necessary program management estimates, work breakdown structure, and management volume of the proposal. The program manager also supports the contract capture effort. The program manager plays the role of account manager for all Canadian government agencies. Strong business development and relationship building skills are essential. Responsibilities: Analyze customer requirements, develop the associated work breakdown structure and provide all necessary program management estimates to bids. Accomplish the program objectives within budget, and schedule, while maintaining a high level of customer satisfaction. Develop overall program plans based on program requirements. Develop risk management and risk mitigation plans. Participate in all bid and proposal reviews as well as negotiate contracts Interface and lead program-related discussions with external customers, various government agencies (US & Canada), and strategic partners. Interface with internal customers, manufacturing, engineering, marketing, finance and other groups to ensure program objectives are achieved. Identify opportunities, analyze risk, solve problems and make well-reasoned decisions. Requirements The successful candidate will have: A bachelor degree in Science or Engineering, with Communications Specialization desired Six to ten years’ experience in Project/Program Management in a related field with demonstrated budgeting, scheduling, monitoring and control experience Experience with Canadian or US defense acquisition process and procurement regulations preferred Broad knowledge of the design/development and manufacturing methodology in the defense and security communications industry Must be able to obtain and hold a security clearance Project Management Professional (PMP) certification Excellent written and oral communication skills in English Written and oral communication skills in French an asset Available for domestic travel about 20% of the time, or more if needed Able to work effectively with a global team of geographically-separated team members Knowledge and experience in use of MS365 and on-line project management tools
