Location:  Bethesda, MD Job Id: 871 # of Openings: 1 Program Manager Democracy International (DI) is seeking to hire a full-time Program Manager to be a key leader on its quickly expanding Program Management Team. As an essential member of team, this role will be based in DI's home office in Bethesda, Maryland and will be primarily responsible for providing programmatic leadership and support to DI programs around the world. Experience managing USAID-funded programs is required, and a passion for democracy, human rights and governance is a must. They may be expected to travel between 15 and 30% of their time, depending on program needs. This will be a full-time position based in Bethesda, MD. We will only consider applicants who are based in the Washington, DC area. Lead a team comprised of other program management staff to provide programmatic and operational management, leadership and vision for DI programs overseas in the fields of democracy, human rights and governance;Lead program development and strategy, in collaboration with field office Chief of Party/Project Director, to achieve program goals.Provide creative solutions and exercise sound judgement in tackling challenges and work closely with DI’s Deputy Director of Programs and Vice President of Programs to improve processes and build on successes in the home office and field offices.Provide hands-on management and capacity building support to Program Officers, Program Associates, and Program Assistants; contribute to the leadership and vision of the entire program management team;Lead program financial management by creating annual and monthly financial projections, tracking expenses, and reporting to senior leadership on program spending trends;Work with home office and field staff to ensure program compliance with client and DI policies and procedures;Lead the integration of the Collaborating, Learning, and Adapting (CLA) Framework into programs in partnership with field team counterparts, including pause-and-reflect sessions and work planning;With guidance and support from DI Monitoring, Evaluation and Learning (MEL) Technical Specialists, develop, review, and implement successful MEL plans;Work with DI’s Social and Behavioral Science (SBS) team to integrate SBS into DI’s programs;Serve as the home office primary point of contact for clients, donors, and partners;Review and/or develop scopes of work for grants, contracts, and consultants; advise team on best funding mechanism for various activities; work with and provide capacity building support to the field teams on procurement and grant-making.Critically review and substantively contribute to technical deliverables, including political economy analyses, program evaluations, work plans; review internal reports, success stories, and quarterly and monthly reports, ensuring high quality and strategic direction;Identify opportunities for programmatic growth and new business, and contribute to program design and proposal development efforts;Collaborate with human resources staff on recruitment of expatriate personnel;Maintain strong relationships with counterparts in the field to ensure teams are adequately supported. Secondary Responsibilities: Support proposal development and budget preparation, as requested;Provide surge support to other programs, as needed. Required Skills and Qualifications: Minimum of eight years of project support and oversight with increasing management responsibility;Experience managing and supporting USAID-funded programs required;Master's degree in international relations, public policy, political science, or a related field;Experience and interest developing, reviewing, and implementing Monitoring, Evaluation & Learning Plans required;Supervisory experience;Highly organized and able to prioritize multiple tasks and meet dynamic client deadlines;Knowledge and experience in democracy, governance, human rights and/or international development;Experience writing project proposals, work plans, and program reports;Experience writing scopes or work and managing grants and subawards;Experience developing and managing budgets, and knowledge of basic budget and accounting procedures;Strong interpersonal skills and cultural sensitivity to effectively interact with all staff, U.S. and foreign government personnel and members of donor organizations;Experience living and working outside the U.S.;Proficiency with MS Office;Demonstrated ability to work in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity and gender are essential requirements;Ability to travel internationally for work;Fluency in English and excellent writing and communications skills; andAuthorized to work in the U.S. Desired Skills and Qualifications: Experience managing grants to non-US nongovernmental organizations. Reporting: This position reports to the Deputy Director of Program Management.Direct Program Reports may include: Program Management Officer, Program Management Associate/Assistant.
