The Health Services I&IT Cluster is seeking a highly motivated individual to provide technical leadership and expertise to the Corporate I&IT Solutions and Integration Management Branch.

What can I expect to do in this role?

As a Senior Systems Analyst Lead, you will:

• provide team leadership on small to medium sized projects or on larger projects as a member of the team, in the development of cost-effective information technology solutions and services
• provide technical consulting expertise to clients on the use of information technology to meet ministry and program business goals and objectives

How do I qualify?

Technical Knowledge and Skills

• You have thorough knowledge of large-scale complex systems analysis techniques and methodologies, design and development, programming concepts and languages, internet/intranet technology, and emerging technologies.
• You have demonstrated knowledge and experiences of Software Development Life Cycle (SDLC) including systems analysis, design, development, troubleshooting and documentation, deployment using DevOps tools and techniques.
• You have demonstrated knowledge of various programming languages, development technologies and development tools, such as .NET framework, C#, .NET Core, JAVA, Angular, Node.JS, HTML5, JavaScript, jQuery, JSON, REST API.
• You have demonstrated knowledge of business and systems analysis including process and data modelling techniques (OOAD, UML).
• You have knowledge and experience with relational database technologies (MS SQL 2016 and later), data modelling, T-SQL, stored procedures, tables/views, query optimization.
• You have knowledge or experience in developing highly scalable solutions using technologies such as Microservices, Containers, and API's, Cloud Functions, Azure Data Factory, Databricks.
• You have knowledge and experience with cloud platform such as Cloud (e.g. Azure, AWS).
• You have demonstrated knowledge and experience in developing multi-tier web-enabled systems (OLTP and Content Management) and Mobile application development.

Analytical, Problem-Solving and Evaluative Skills

You can:
• analyze design and develop software to meet clients business needs.
• investigate and resolve application faults, and assess the impact of new technologies on existing platforms and applications.
• prioritize and co-ordinate team activities for system implementation plans and testing.
• assess, identify and coordinate/manage problems and incidents and recommend solutions.

Communication and Interpersonal Skills

You can:
• discuss client requirements and lead discussion of systems development options and technical processes among project teams.
• discuss systems development recommendations with clients in non-technical terms.
• prepare project reports, business cases, systems documentation, and manuals.
• plan and co-ordinate project activities and schedules.

Leadership and Project Management Skills

• You have knowledge of team leadership techniques and practices.
• You have the ability to learn and interpret administrative policies and directives.
• You have systems consulting expertise to be able to address the full range of client IT requirements.
