Overview:
Our client is the City of Toronto – we are a qualified vendor for term and permanent staffing.  This position has been fully outsourced, i.e. there is no way to apply direct, even if you have a contact, this must go through an approved vendor now. As an integral part of the Architecture and Portfolio Delivery team, you will contribute to the success of the enterprise IT Disaster Recovery Program by providing value-added consulting services to support the management and technology delivery teams in Technology Services Division and other City divisions through the planning and implementation of change management strategies that will facilitate the adoption of new Disaster Recovery Program. You will be required to work in a multi-stakeholder environment and proactively lead multiple business and technical teams in preparing, developing and implementing disaster recovery plans and related services.

What you will be doing:
Your primary responsibilities as a Management Consultant (Disaster Recovery) will be varied. Specifically, you will:

  • Work with diverse stakeholders to support enterprise IT Disaster Recovery program and other initiatives to achieve strategic objectives and compliance requirements.

  • Develop and implement detailed Disaster Recovery plans in collaboration with business and technical SMEs to improve business continuity management and reduce risks.

  • Provide client-driven, value-added management consulting services to IT programs and projects.

  • Lead and collaborate with business users, stakeholders and technical SMEs to identify critical business solutions and develop recovery strategies.

  • Utilize Change Management framework and expertise to plan, implement, promote and train Divisions in Disaster Recovery management practices.

  • Review audit-related documents, and compliance reports, with the ability to understand compliance issues and address them in the context of Disaster Recovery.

  • Provide standard analysis, formulation, coordination, and advice to program frameworks regarding planning, implementation, and rollout at both a strategic and operational level.

  • Provide innovative and resourceful solutions, identify approaches, concepts, and methods of analyzing complex, and sometimes competing, planning issues and provide advice, as required.

  • Research and conduct analysis and bring conclusions forward to the client/stakeholders for collaborative discussions.

  • Lead multi-divisional teams and working groups in the context of completing Disaster Recovery related deliverables.

  • Contribute to the development and implementation of program design and effective management/governance systems and processes within divisional and technology domains.

  • Lead and/or support multi-divisional teams in the development and application of corporate policies; identify a range of options for operations, policies, information systems and management practices; assess the implications and viability of each option; and recommend changes to support management priorities and functions and strengthen internal controls.

  • Research, review and report on existing and new technology management tools and methodologies and advise managers on emerging management techniques and other applied concepts and their applicability to the Technology Services Division.

  • Promote organization learning and takes steps to orchestrate change through corporate-wide and Technology Services Delivery initiatives

  • Foster and maintain cooperative working relationships within and external to the organization; establish and maintain contact with professionals in related fields to ensure skills, knowledge, and practice are current.

What you must have:

  • Post-secondary education in Public or Business Administration or Business Technology or Information Systems Management or an equivalent combination of education and experience.

  • Considerable experience in management consulting, strategic planning, and execution in the information and technology domain from the public sector or financial institutions.

  • Considerable experience in providing strategic advice, adapting communications to a variety of audiences and ability to perform in high-demand environments on competing priorities.

  • Considerable experience in change management, stakeholder management, project management, and business analysis.

  • Considerable experience developing and executing change management activities including the creation of tools and aids (job aids, communication plans), change management engagement and training plans.

  • Considerable experience working at a strategic level, liaising with stakeholders to identify potential change impacts and ensure change plans are in place.

  • Expertise in managing all aspects of transformational enterprise-wide Technology projects in complex multi-divisional environments (including change management, business transformation, implementing new capabilities and services etc.)

  • Knowledge of research methods, techniques, and resources with advanced attention to detail and analytical skills to research and review materials and provide relevant input and reports.

  • Excellent communication, interpersonal, cooperative, and team-building skills, as well as planning, organizational and time management skills with the ability to effectively balance a variety of stakeholder interests.

  • Ability to establish and maintain effective consulting, working relationships and a high level of trust with senior leaders, divisional clients, and vendors, using a strong customer service orientation.

  • Experience with ITIL Framework and/or ITSM, Project Management Professional (PMP), or MBA will be considered an asset

Salary/Rate Range: $112,000 – $149,000

Important Information:

  • If selected, employee’s placement is conditional on the approval of his/her executive director/general manager or designate.

  • A Qualified List of candidates will be established for the Management Consultant (Disaster Recovery) position in the Technology Services division and will be in effect for 12 months from the date the list is created. Qualified candidates on the list may be considered when filling future temporary Expression of Interest vacancies in this position.
