Reporting to the LRT Expansion and Renewal Branch Commercial Manager, the Contracts and Claims Manager delivers on the LRT program by guiding integrated, multi-disciplinary teams of designers, consultants and contractors to deliver LRT expansion projects in Edmonton.

The key responsibilities include supporting the unit's strategy and priorities by organizing and executing team efforts to ensure alignment, overseeing and completing LRT projects on time, on budget, and within scope and managing custom contracts for complex LRT expansion and renewal projects, coordinating with technical, legal, and financial partners to develop commercial strategy and manage project risks.

Success in this role requires excellent leadership, technical, contract management, communication, and interpersonal skills.

What will you do?

  • Provide oversight to financial, commercial, process advisors, management support team, technical consultants, procurement, and legal contributors during project procurement and delivery phases
  • Monitor and track contract execution with stakeholders to ensure compliance
  • Administer contracts, including evaluating progress claims, adjusting payments based on contractor performance, and releasing invoices
  • Establish and follow progress payment and reporting processes
  • Review and oversee environmental, utility, and other third-party approvals and agreements, executing risk mitigation strategies as needed
  • Monitor and manage project-related risks
  • Ensure specifications and standards are developed and adhered to, collaborating with industry and regulatory agencies
  • Provide engineering input on standard development and strategic technical advice for procurement methodology and execution for LRT projects
  • Collaborate with Corporate Procurement and Supply Services (CPSS) during the procurement process
  • Offer specialized engineering expertise on constructability, risk assessment, and value engineering
  • Document all project activities in line with Project Management methodology, City policies, processes, and regulatory requirements
  • Apply systems thinking to manage multiple projects, leveraging resources to ensure successful outcomes
  • Develop and implement unit processes, tracking performance measures for project success
  • Foster a collaborative culture, exemplifying and holding others accountable to the Department’s Vision, Mission, and Corporate Leadership Principles
Qualifications

Qualifications :

  • Must be a Professional Engineer (P.Eng) in good standing and registered with APEGA. Applicants in a different Canadian jurisdiction eligible for Inter-Provincial Mobility (IPMA) with APEGA may be considered. Registration with APEGA must be obtained prior to commencement of employment
  • Bachelor's Degree in Engineering
  • Minimum of seven (7) years of professional experience in a combination of engineering and project management experience, including experience directly related to transportation infrastructure delivery such as LRT, bridges, roadways, earthwork, and civil structures in an urban environment

Assets:

  • Excellent program/project management skills including an understanding of project management methods and techniques (PMBOK best practices). A PMP (Project Management Professional) designation 
  • Experience with SAP, Peoplesoft, or other enterprise project management, accounting, procurement, or document management software 
  • Knowledge of contract law, City of Edmonton standards, or methods of procurement 


Skills required for success:

  • Experience in various contract delivery methodologies such as P3s, Design Builds, Design-Build-Finance, or Contract Management on projects with a value more than $100 million
  • Demonstrated understanding and adherence to all APEGA regulations and standards.
  • Experience with dispute resolution and claims processes
  • Demonstrated understanding of construction processes related to architectural, civil, structural, mechanical, electrical, and landscaping disciplines
  • Demonstrated ability to exercise sound engineering judgement and make appropriate technical decisions to address various engineering issues
  • Demonstrated ability to work with multidisciplinary teams of professional engineers, planners and other related professionals
  • Proven planning, organizational and problem solving skills
  • Excellent conflict resolution and negotiation skills with experience in solving complex and sensitive issues
  • Excellent verbal and written communication skills, including report writing and presenting
  • Demonstrated ability and willingness to develop strong, strategic, relationships and deliver work in a collaborative, integrated manner
  • Experience managing and working with external consultants
  • Good working knowledge of relevant codes, legislation, regulations, policies and procedures (OH&S, Environmental, Builders Lien Act/Prompt Payment and Construction Lien Act)
  • Demonstrated experience with Google Workspace (Gmail, Docs, Sheets, Calendar, etc.) or related Microsoft Office products
