Senior Systems Analyst (Mainframe Developer)

Position Details

Reporting to the Design & Delivery Manager (DevOps) and working under the guidance of a Team Lead, the Senior Systems Analyst will be responsible for the ongoing support and development of new and/or updated software applications, enabling the Government of Newfoundland & Labrador to provide services to its citizens. As part of the Mainframe Applications Team, you will have the opportunity to leverage a collaborative approach while working within a mainframe systems environment and assisting with modernization efforts. Through both initiative and project-led activities, the successful candidate will utilize their expertise and innovation to deliver new solutions.

Within this role, you will have the opportunity to:

• Provide technical support within a portfolio of large-scale mainframe systems;
• Participate in system testing and user reviews;
• Identify and participate in modernization opportunities;
• Translate business requirements into detailed system design and technical specifications;
• Consult with users, key stakeholders, and initiative/project team members, as required;
• Provide technical analysis, design, and development on application enhancements;
• Estimate development efforts and assist in initiative/project planning, as required;
• Create, update, and maintain system documentation, procedures, and standards;
• Provide feedback on architectural designs, solution approaches, and software usage;
• Mentor junior resources, as required;
• Collaborate as part of a team and with other OCIO technical groups;
• The incumbent may be asked to perform other related duties, as required.

Screening Criteria

1. Completion of a post-secondary degree or diploma in Computer Science, Information Technology or Business (equivalencies may also be considered)
2. Extensive experience of a progressively responsible nature in developing and/or supporting mainframe applications using programming technologies such as COBOL, ADSO, or JCL
3. Extensive experience working with mainframe database technologies, such as IDMS or IMS
4. Experience developing and/or supporting non-mainframe applications using programming technologies such as .Net, PHP, C#, Java, etc. (Asset)

Assessment Criteria

1. Knowledge and experience with developing and/or supporting mainframe applications using technologies such as COBOL, ADSO, JCL, IDMS, and IMS
2. Knowledge and experience with developing and/or supporting non-mainframe applications using programming technologies such as .Net, PHP, C#, Java, etc.) (Asset)
3. Knowledge and proficiency with systems analysis, design and coding
4. Knowledge of software development methods and best practices
5. Ability to work independently and collaborate within a team
6. Ability to manage time and tasks efficiently
7. Ability to effectively exchange information
