Important messages The Public Health Agency of Canada (PHAC) is searching for a seasoned leader within the scientific and/or medical community to join our senior management ranks as the next Head and Vice-President of Canada’s National Microbiology Laboratory. Established in 2004 as the Government of Canada’s focal point for public health leadership, PHAC addresses the full continuum of public health functions to support and safeguard the health and well-being of Canadians. In partnership with provincial and territorial public health authorities, its activities focus on preventing disease and injuries, promoting good physical and mental health, and providing information to support informed decision-making. It values scientific excellence and provides national leadership in response to public health threats. As an organization that relies on partnership, PHAC leverages public health expertise domestically and internationally to achieve its objectives and to contribute to global public health priorities. Canada’s National Microbiology Laboratory (NML) plays an integral part in the achievement of this important mandate. The NML is a recognized leader in laboratory-based infectious disease science, both nationally and internationally, and its Science Centre for Human and Animal Health is home to the country’s only containment level 4 microbiology laboratory. This capability is an essential asset for advancing research into new and emerging infectious disease threats and a leading-edge bioinformatics program supports scientific analyses using state-of-the-art technologies. The NML is the coordination hub for the Canadian Public Health Laboratory Network, which connects provincial public health laboratories across the country in a unified approach to laboratory services and infectious disease science. International links through the Global Health Security Initiative and other multilateral and bilateral fora reinforces NML’s contributions to global public health. ABOUT THE OPPORTUNITY Reporting to the President, the Head of the laboratory, who also acts as the Vice-President, is responsible for providing executive and scientific leadership and direction to the NML and contributing to the achievement of the Agency’s mandate of promoting and protecting the health of Canadians. They lead laboratory facilities in multiple locations across Canada and a workforce of over 600 scientists and support staff. They play an essential role in Canada’s readiness to detect and respond to emerging infectious disease threats. In this scientific leadership capacity, they act as a foremost voice for clinical and laboratory medicine within the NML and lead, promote and support the overall scientific agenda of the NML. The leader of the lab works alongside and is supported by a team of senior leaders, including leadership support within their respective office, to effectively deliver on their internal and external responsibilities. A needs assessment is currently underway to ensure the resourcing capabilities are aligned to the strategic priorities. Currently, the senior management team reporting to the Head of NML is comprised of the Director General, Science Operations and Response, Director General, Science Reference and Surveillance, Director General, Medical; Scientific Affairs and Executive Director, Laboratory System Modernization and a medical advisor. THE IDEAL CANDIDATE PROFILE The successful candidate for this position holds a degree from a recognized post-secondary institution with specialization related to the position (medicine, microbiology, public health and preventive medicine, etc) with extensive leadership experience leading the delivery of laboratory public health, health, or emergency preparedness programs. Additionally, the candidate brings excellent strategic and operational management skills. While the successful candidate will be supported by administrative and scientific program management teams, this position requires an individual who has demonstrated success in achieving results and fostering innovation through governance and reporting mechanisms that establish clear accountabilities and value inclusivity. The successful candidate has the skills, experience, and adaptive capacity to lead a dynamic organization in a dynamic setting. This includes the capacity to build and implement a vision to shape the NML as a world class infectious disease organization through national and international collaboration, public health programming, and research and training, and provide the leadership necessary to address the social, behavioural, and economic determinants of health in relation to infectious diseases.
