that provides technical advisory services, training, and capacity development to First Nations

communities in Ontario. By offering a wide range of specialized services and expertise, OFNTSC

these communities.

We are seeking a highly motivated and skilled Corporate Asset Management Manager to join

our team at OFNTSC. Under the guidance of the Director of Engineering and Infrastructure

Services, the Corporate Asset Management Manager will play a crucial role in leading the asset

management program and climate risk services. This position requires strong analytical skills,

attention to detail, and an in-depth understanding of the full life cycle of capital facilities.

These tasks must be executed in alignment with the culture and values of OFNTSC while

maintaining strict confidentiality.

Duties

Responsibilities:

- Lead the development, implementation and ongoing enhancements of OFNTSC’s Asset

Management Program, by overseeing the delivery of asset management and climate risk

services to Ontario First Nation communities, and stakeholder engagement with federal

and provincial governments and agencies to enhance the program.

- Provide expert advisory services to First Nations and Tribal Councils on the

implementation of asset management plans and climate change risk assessments, and

assist them in formulating funding proposals supporting these activities.

- Represent OFNTSC at regional, national, and international asset management and

climate change forums, sharing First Nations knowledge and best practices.

- Oversee the implementation and improvements of OFNTSC’s FN-iRT, including the

development of a business and marketing strategy for FN-iRT deployment to First

Nations at the regional and/or national level, and the development of a First Nations

infrastructure database using the FN-iRT for Ontario First Nations.

- Lead the capacity building for asset management and climate risk assessments by

delivering training to First Nations, Tribal Councils, and OFNTSC staff.

- Implement, manage, and maintain digital data and mapping of asset inventories using

GIS tools, work order systems, financial reporting systems, and other data management

tools.

- Supervise Asset Management project activities and budgets, including overseeing staff

performance, career opportunities, and succession planning.

- Develop, implement and monitor Key Performance Indicators for community specific

asset management programs in regards to data collection, budget allocation and asset

performance.

- Oversee and manage technical and support staff necessary to complete mandatory

asset condition reporting requirements in accordance with Indigenous Services Canada.

- Oversee activities related to cyclical Enhanced Asset Condition Reporting System (E-

ACRS) inspections of First Nations community facilities and the development of a

Computerized Maintenance Management System for First Nations capital facilities.

- Coordinate asset management procedures to ensure compliance with corporate

policies, incorporates and supports other internal program services and aligns with

industry best practices and standards.

- Report all program activities to the Director of Engineering and Infrastructure Services.

Qualifications

Qualifications:

-Degree in Civil Engineering, Architecture Technology (OACETT Certificate),

Economic/Business, or equivalent.

- Minimum 5 years of Asset Management experience, with a focus on infrastructure.

- 2-3 years of supervisory experience in asset management.

- Direct experience with First Nation communities in asset management.

- Thorough understanding of asset management principles, community infrastructure,

engineering, operations, finance, and risk management.

- Excellent interpersonal, communication, research, negotiation, and facilitation skills.

- Proficient in Microsoft and Google Suites, with knowledge of computerized databases

(ESRI ArcGIS, CADD systems).

- Ability to develop and deliver effective presentations to various audiences.

- Strategic thinking for long-term issue mitigation and effective time management.

- Familiarity with federal and provincial asset management regulations, industry-

approved plans, and climate resiliency.

- In-depth understanding of First Nations, traditions, and socio-economic conditions.

- Membership in CNAM, IAM Certificate, and IRP Designation are assets.

Conditions:

- Reliable and insured vehicle and valid Ontario driver’s license (preferably class G).

-Travel outside of the local area may be necessary within the province of Ontario.

*Priority will be given to First Nations applicants that meet the mandatory requirements.
