The expected starting base salary for this position is $104,423 – $109,644 annually, depending on a variety of factors including qualifications and experience. Once hired, you will progress through a wider salary range over time as you continue to develop job knowledge, skills and competencies for the role.

What you’ll be doing

The Project Operations Advisor (POA) will play a pivotal role in ensuring the efficient and effective execution of project management operations within the organization. This position is responsible for overseeing the day-to-day operations of project portfolio management processes, tool and governance models, ensuring that the portfolio of BCCNM projects is accurately tracked, resourced, and aligned with organizational strategic objectives.

The Project Operations Advisor will ensure the seamless integration and functionality of our project portfolio management (PPM) tool, overseeing its daily operations to reflect project statuses, capacity and facilitate efficient management processes. Acting as the primary liaison between the PPM (Project Portfolio Management) Tool and Finance, this role will align resource cost estimations, budget allocations, and financial reporting to support project initiatives. Additionally, the POA will develop methodologies for capacity planning, optimizing resource allocation, and forecasting availability to meet project goals.

Your responsibilities include:

  • Oversees day-to-day operations of the project portfolio management (PPM) tool, ensuring accurate project status updates and efficient management processes.
  • Acts as the primary liaison with Finance, aligning resource cost estimations, budget allocations, and financial reporting to support Project and Business Architecture Projects and Initiatives.
  • With the Director of PBA, improves and refines methodologies for capacity planning, optimizing resource allocation, and forecasting resource availability to meet project objectives.
  • In collaboration with the Director of PBA, assist in developing annual operational plans and key deliverables for Project Portfolio Management, contributing to team goals and performance monitoring.
  • Provides day to day work guidance, workload prioritization and skills development for the Project Coordinators. Through mentorship and coaching fosters a collaborative and high-performance work environment.
  • Administers the Project Governance Process (PGP), together with the Strategy, Governance and Reconciliation (SGR) team coordinating regular reviews and updates to projects and identifying improvements to governance frameworks and procedures.
  • Ensures the PPM tool is effectively utilized for strategic decision-making, enabling accurate capacity monitoring and resource allocation.
  • Collaborates with project teams to ensure alignment with organizational objectives and efficient project delivery.
  • With the Senior Consultant of Project Management, implements best practices and process improvements in project management operations to enhance efficiency and effectiveness.
  • Provides comprehensive reporting and insights on project statuses, resource utilization, and financial metrics.
  • Facilitates regular communication and coordination between the Project and Business Architecture team and other departments.
  • Supports the implementation of new technologies and tools to enhance project management capabilities.
  • Drives transparency and accountability in project governance, ensuring compliance with organizational standards and strategic goals through the development of dashboard and ad hoc reports.
  • Ensures adherence to project management best practices and methodologies.
  • Demonstrates a commitment to ongoing learning related to Indigenous cultural safety and humility to constructively disrupt indigenous-specific racism in BC’s health care system.
  • Bachelor of Business Administration/Commerce, or in a related field to Project Management and Project Governance.
  • 5+ years experience as a Project Manager with a solid foundation in Project Management principles, methodologies, and techniques.
  • Experience with Project Portfolio Management (PPM) Tools: Minimum of 5 years of experience in Implementing, administering PPM tools. Including configuration, customization, and maintenance. Strong understanding of PPM tool functionalities such as time tracking, integration, and reporting.
  • Experience collaborating with finance departments, understanding resource rate structures, budgeting processes, and financial reporting requirements. Proven experience in analyzing financial data and translating it into actionable insights for project resource management.
  • 3+ years of experience in capacity planning methodologies and processes, with the ability to design and implement improvements to optimize resource utilization and allocation across multiple projects. Skilled in forecasting resource demand, identifying bottlenecks, and recommending strategies to mitigate resource constraints using scenario analysis.
  • Over 3 years of experience in managing and mentoring professional teams, fostering a collaborative and high-performance work environment, delegating responsibilities effectively, providing guidance on prioritization and workload management, and training and coaching team members.
  • Experience with project governance frameworks and best practices, driving process improvements and compliance within project management offices (PMOs)
  • Excellent communication and interpersonal skills, effectively liaising between departments, particularly between project management and finance teams. Proven ability to facilitate coordination and ensure alignment across different stakeholders.
  • Experienced with Agile methodologies and delivery using a hybrid (agile and waterfall) model.
  • Certification in Project Management (e.g., PMP or PRINCE2) is preferred.
  • Advanced skills related to the Microsoft Office suite (especially Word, Excel, Outlook, PowerPoint) required.
  • Demonstrated understanding of diversity, inclusion, and cultural humility as they apply to health care is an asset.
  • Strong understanding of public sector/healthcare industry regulations and compliance requirements, with a proven track record of ensuring technical solutions align with these standards is an asset.
