OBJECTIVES OF THE PROGRAMMEThe WHO Department of Global HIV, Hepatitis and Sexually Transmitted Infections (HHS) programmes leads the global health sector response towards ending HIV, viral hepatitis and sexually transmitted infections epidemics, focusing on vulnerable populations and countries with the highest burden. The HHS programme is guided by the integrated Global Health Sector Strategies on HIV, viral hepatitis and STIs, 2022-2030. The strategies aspire to a common vision to end epidemics and advance universal health coverage, primary health care, and health security. The goals align with the 2030 Agenda for Sustainable Development and WHO's General Programme of Work. DESCRIPTION OF DUTIESGeneric duties: Coordinates and provides senior technical leadership in establishing evidence-based policies and strategies for implementation across Regional and Country Office programmes. Provides senior level health technical expertise and advice on the development of new health strategies and policies. Ensures effective coordination, management, and accountability of the programme area. Maintains relationships with partners, donors, and stakeholders; coordinates fundraising opportunities. Leads a team of technical staff and consultants, ensuring coordination and management of monitoring and evaluation. Serves as the scientific/technical reference among UN Agencies and the partner community. Builds technical partnerships with other UN Agencies, donors, and research institutions. Represents the programme area in global forums and capacity building activities. Specific duties: Provides technical leadership and coordination on norms and standards development related to biomedical and combination prevention. Works across WHO, with UN partners on sensitive issues related to key populations services and gender issues. Assures the development and promotion of key HIV, Hepatitis, and STI guidelines for vulnerable populations. Works with WHO departments on cross-cutting HIV and sexual reproductive health integration. Collaborates with the department of Regulation and Prequalification on developing guidance for HIV diagnostics and prevention commodities. Provides WHO leadership to the UN prevention working group and Global Prevention Coalition. REQUIRED QUALIFICATIONSEducation Essential: Advanced university degree in medicine and a Masters degree in public health or related field. Desirable: Ph D in public health, epidemiology, or related field. Experience A minimum of 15 years of professional experience in the management of Testing, Prevention and Populations.7 years of work experience on HIV prevention technologies and services for key populations. Experience providing senior level advice to management. Experience in managing human and financial resources. Experience in developing and establishing policies and strategies. Demonstrated experience at the international level. Management experience in leading multi-cultural teams. Successful grant writing and management skills. A good track record of publication in peer-reviewed journals. Experience translating science into policies for LMIC. Skills Strong skills in developing and establishing policies and strategies. Excellent skills in managing diverse teams and financial resources. Strong understanding in mobilizing resources. Ability to engage and communicate effectively with stakeholders. Globally-respected technical expertise in HIV, Hepatitis, and STI prevention. Proven leadership skills in public health programme planning and coordination. Knowledge to analyze evidence and translate it into public health action. Tact, discretion, and diplomacy in relation to key populations and gender issues. Teamwork and communication skills. Ability to create an empowering and motivating environment. Use of Language Skills Essential: Expert knowledge of English. Desirable: Intermediate knowledge of French or another UN official language. REMUNERATIONWHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for this position comprises an annual base salary starting at USD 106,023, a variable post adjustment, and other benefits including 30 days of annual leave.
