Duties Under the supervision of the Financial Specialist, incumbent serves as a Budget Analyst to perform the following tasks: Maintains and reviews accounting records, records obligations and monitors funds control levels, monitors expenditures to ensure they are correctly processed and takes necessary corrective actions, in accordance with USG appropriation law, and agency specific policies. Maintains and improves a data base for the 4th of July event and Suspense Deposit Abroad (SDA) Accounts. Budgeted amounts for the whole portfolio are $8.7 million for current years funds and $33 million for prior year funds. The incumbent also assists non-serviced military agencies with accounting tasks. Qualifications and Evaluations Requirements: All selected candidates must be able to obtain and hold a: Public Trust security certificate (Low Risk/Non-Sensitive) All selected candidates will be subject to a background investigation and may be subject to a pre-employment medical exam. Selected candidate must be able to begin working within a reasonable period of time 12 weeks upon receipt of agency authorization and/or clearances/certifications or their candidacy may end. Education Requirements: University degree in business administration, accounting, economics, finance or related major is required. At least 2 years college or university studies (no specific field required) + a minimum of 5 years of progressively responsible experience in accounting, budgeting, and financial systems is required. Qualifications: Experience: A minimum of three years of progressively responsible experience in accounting, budgeting, and financial systems is required. Languages - These will be tested: ENGLISH: Good working knowledge - Speaking - Reading & Writing FRENCH: Good working knowledge - Speaking - Reading & Writing Job Knowledge: Good knowledge of mathematics and logic principles. A good knowledge of accounting and vouchering concepts is required. Familiarity with computers and word processing, spreadsheet and graphing software is required. Must have basic understanding of interpersonal and diplomatic relationships. Good knowledge of local laws and procedures related to job duties. Skills And Abilities: Must be able to work independently and follow through on analytical work to minimize need for detail work by their supervisors. Must be able to effectively grasp, conceptualize, articulate and communicate complex data and information orally and in writing to personnel at all levels throughout the Mission. Must exercise a good level of interpersonal skills in order to facilitate exchange of information at the working level. Must be a self-starter and able to visualize complex concepts. Must have basic knowledge of computers and software and be able to increase skills in that area through training. Benefits and Other Info SALARY: the annual gross salary includes the profit-sharing allowance, the vacation allowance, the bonus allowance and the “Comité d’Entreprise” allowance. MEAL TICKETS: Meal tickets have a face value of EUR 8.25/day. 60% of the daily amount is paid by the U.S. Government. An employee contribution of EUR 3.30 per ticket will be deducted in payroll. The number of meal tickets is limited to 202 workdays per year. TRANSPORTATION: Employees are eligible for a reimbursement of 50% of the cost of public transportation passes purchased for commuting purposes. HOLIDAYS: The U.S. Missions in France observe eleven U.S. holidays per year and up to ten French holidays.
