Northern Health is seeking a champion with significant management and leadership experience to join our Clinical Operations department.Reporting to the Vice President, Clinical Operations, the Executive Director, Access & Flow and Transfer Services (the ED) has executive level responsibility for Access & Flow and Transfer Services across the organization and provides leadership in all aspects of operations within the portfolio. The ED represents the portfolio in providing executive level contribution to strategic and operational planning for the organization and establishes and maintains a recognized strategic leadership knowledge for the portfolio. The ED supports the VP through regular participation at the Board Committee level and various internal and external leadership and governance committees related to the portfolio, providing expert advice and input to advance the goals of Northern Health. Subject to the guidance of general policies, strategic framework and broad directives from executive, the ED maintains significant autonomy, latitude for action and decision-making authority within the portfolio and is accountable for the results. The ED works in a co-leadership model with the Medical Director for the portfolio, for the development, leadership and direction of the integration, strategies, and delivery of services, to optimize access and flow to improve system capacity across the continuum of care. The ED responsibility includes the oversight and management of, among other things, the regional Access and Flow office, the Patient Transfer and Flow Office (PTFO), the Northern Emergency Response Team (NERT), and Northern Connections. The ED stimulates and leads quality improvement and change management using data, information, Evidence Informed Practice guidelines, standards, policy and research to inform service development and implementation of region wide change. As a member of the NH Clinical Operations Leadership Team, the ED is responsible and accountable for the establishment, maintenance, and continuous improvement of seamless and coordinated services. The ED leads the portfolio with a focus on the evaluation of the relevant data and implements a system wide structure to support the patient centered approach for rapid-response-to-access issues, ensuring an approach that balances health authority wide excellence and consistency while recognizing and addressing local and regional factors.Starting salary will be approximately from $155,327 to $194,159 and will be based on education, training, experience, and salaries of similar positions.What Northern Health has to offer you! Leadership experience in healthcare organizations is a basic requirement for the role.Skills And Abilities Demonstrated ability to champion and lead complex organizational change across health service programs to support broad transformational objectives. Demonstrated ability to lead the incorporation of program/site needs within the broader context of the health delivery system and multiple program developments. Demonstrated ability to work and lead within a matrix reporting structure. Demonstrated advanced ability to plan, organize, set and accomplish objectives and goals in a complex, fast-paced environment. Sound working knowledge of planning concepts related to in the areas of risk management, relevant legislation, research, change management, quality improvement, clinical services, service contracts, budget management, service development and computer applications. Ability to provide leadership, guidance and direction to others, including managers and staff. Demonstrated ability to develop collaborative relationships with a wide range of Interested and affected parties internally and externally. Ability to act as a role model in creating a collaborative environment. Ability to plan, implement, operationalize and evaluate service programs. Ability to lead change and manage conflict. Ability to communicate effectively, both verbally and in writing, at all levels. Extensive experience in public and professional presentations. Broad knowledge of research processes and methodology. Effective financial and human resource management skills. Effective mediation and facilitation skills. Ability to analyze and problem-solve complex issues towards creative solutions. Ability to create effective teams. Ability to work independently and as a team member. Ability to anticipate and respond to changing priorities or unforeseen circumstances. Ability to foster partnerships and achieve organizational goals within a unionized sector. Strong track record in establishing and maintaining effective working relationships with internal and external Interested and affected parties.
