years of progressive management experience.Must be eligible for, or maintain, membership in the Association of Professional Engineers and Geoscientists of Alberta (APEGA).An equivalent combination of education and experience may be considered.Demonstrated success managing and resolving conflict.Demonstrated aptitude, interest, and experience to positively lead, motivate, develop, and mentor staff.Valid Class 5 Driver's licence with clean driver's abstract.Knowledge of municipal, highway engineering and construction practices, procedures and specifications.Familiarity with municipal and provincial legislation.Excellent public relations, customer service, professionalism, diplomacy and tact.Excellent organizational, prioritizing and time management skills.Knowledge and understanding of the Municipal Government Act and Alberta Planning Law.Strong decision-making and problem-solving skills.Knowledge of ESRI (Arc-Map and Arc-Pad) is an asset.Advanced Office 365 skills and other position related technology.Working knowledge of GIS software such as Qgis, ArcGIS, SWWM, Syncro, EMME, or WaterCad.Experience with Microstation or AutoCADD including Micro Station OpenRoads or AutoCAD Civil 3D would be considered an asset.Experience with graphics software such as Sketchup or Indesign would be considered an asset.Solid understanding of municipal budget planning, forecasting and management principles.Ability to ensure all work-related information is kept confidential as per policy and in accordance with Freedom of Information and Protection of Privacy Act.Construction safety procedures and awareness of the Occupational Health and Safety Act.Ability to plan, prioritize and manage own workload, including the ability to tolerate frequent interruptions and still meet deadlines.Subject to a criminal records check in accordance with Policy 55.Relationships and Contacts:Subordinate: GIS/Asset Management Technician, Project Manager, Development Officer, Planning and Development Technician.Responsibilities:Guides the growth and development of the community through long and short-range planning, administrative recommendations, budget submissions and project coordination.Develops and/or reviews all engineering documentation related to area structure plans, outline plans, subdivision development, lot development, and various construction projects.Confirms that projects are designed according to Town of Redcliff standards and reflect industry standards and practices.Develops specifications and bid documents for a variety of public works and public utilities-related designs, construction and maintenance projects.Provides recommendations for long-range infrastructure and transportation planning regarding community growth, in concert with corporate policies and budget.Plans, coordinates and implements capital works projects for Town infrastructure, including transportation, utilities, and drainage.Coordinates and administers capital projects through project management, contract management, meeting participation, development of agreements, scheduling, cost control and documentation.Liaises with developers, consultants and contractors on construction projects.Assists with the review and processing of land and building development proposals, providing advice and recommendations as required.Supervises contractors and inspects the work of contractors.Acts as a resource and provides supporting information/documentation to other departmental staff across the organization as requested.Ensures departmental compliance with legislation, regulations, corporate policies, procedures and guidelines.Solves problems and improves operations using creativity, innovation, and best practices.Development, implementation and coordination of the Town’s Asset Management Plan.Develops and reviews a Strategic Asset Management Plan (SAMP) in alignment with organizational objectives.Collaborates with team members across the organization to determine a systematic approach to the development of Asset Management practices.Undertakes the lead role in developing strategies to capture, enhance and maintain the Town’s land-related data for the Geographic Information System as well as ongoing maintenance and other CAD mapping.Ensures that activities are conducted safely.Liaises with and develops positive relations with stakeholders, residents, the business community, local boards and authorities, and the Provincial and Federal governments.Attends, participates, and presents reports in committees and Council meetings as requested, and prepares inspection reports.Capital Budgeting and Forecasting.Monitors and reports on the effectiveness of sediment and erosion control plans.Responds to public inquiries and complaints according to approved procedures.Displays a professional and ethical responsibility to protect privacy, use information appropriately, and maintain the confidentiality and security of all information related to staff, business and residents of the Town of Redcliff.Oversees and monitors Economic Development related matters.Utilizes quality assurance techniques, departmental program evaluation and other similar tools to identify opportunities for improvement.Oversees and monitors Engineering & Planning and development matters.Performs other related duties as assigned.
